According to Article 14 of the Statute, during each plenary session a Member of the Network other than the departing President is elected Vice-President for two years by a two-thirds majority of attending Members.

However, as the last plenary session could not be held in person in Mexico due to the imminent closure of the INAI (which held the Network’s presidency at the time), this article could not be applied.

Consequently, the Vice-Presidency election vote was held online, following a procedure designed to ensure full transparency.

The Presidency received two nominations for the role of Vice-President:

• High Inspectorate for the Declaration and Audit of Assets and Conflicts of Interests of Albania (HIDAACI) – Albania
• Anti-Corruption Bureau (ACB) – Georgia.

Both candidates presented their respective programmes.

Subsequently, the Presidency informed Members of the received nominations and invited them to provide, by 4 November 2025, the details of the person designated by their Authority to cast their vote.

These representatives then received an email from the Presidency containing instructions for accessing the voting platform and casting their vote.

Access to the online voting platform was available until 18 November 2025.

Although Article 14 of the Charter, which requires a two-thirds majority of Members present, could not be applied, the active participation of the Members made it possible to uphold the two-thirds majority criterion.

Of the 17 Members of the Network, 14 provided the name and contact details of their voting representative and 13 submitted their votes.

The results are as follows:

Candidate Votes Percentage
High Inspectorate for the Declaration and Audit of Assets and Conflicts of Interests of Albania (HIDAACI) 11 84.62%
Anti-Corruption Bureau of Georgia (ACB) 2 15.38%

The High Inspectorate for the Declaration and Audit of Assets and Conflicts of Interests of Albania was therefore elected to the Vice-Presidency of the Network for Integrity.
