High Inspectorate for the Declaration and Audit of Assets and Conflicts of Interests of Albania – HIDAACI

The High Inspectorate for the Declaration and Audit of Assets and Conflicts of Interests is an independent body with a mandate to supervise the overall implementation of the Conflict of Interest Law, including by directing and improving policies and mechanisms for addressing conflicts of interest and investigating reports of corruption.
It started to function upon the law no. 9049 dated 10.04.2003 “On the Declaration and Audit of Assets, Financial Obligations of the Elected and certain Public Officials”.
The High Inspectorate, under the responsibility of the Inspector General, administers the declaration of assets and financial obligations and audits this declaration according to the specifications set out in the declaration and conflict of interests laws. HIDAACI collaborates with audit bodies and other institutions responsible for combatting corruption and economic crime.
The High Inspectorate is also the central authority responsible for enforcing Law No. 9367 of 7 April 2005, “On the Prevention of Conflict of Interest in the Exercise of Public Functions”. The competencies of HIDAACI were extended following the approval of Law No. 9367. More specifically, the High Inspectorate is responsible for leading and improving policies regarding the prevention of conflicts of interest, offering technical assistance and advice on legal initiatives undertaken by public institutions to prevent conflicts of interest, and monitoring, auditing and evaluating the implementation of this law (Articles 41 and 42).
Recently, its powers were extended to include monitoring the newly adopted law on whistleblowing and the protection of whistleblowers.
In July 2016, the extension of these powers engulfed the monitoring of the implementation of the new law on the transitional re-evaluation of judges and prosecutors in the Republic of Albania, as part of the justice reform process.
