The OFNAC’s mission is to prevent and combat fraud and corruption, and any assimilated practices and related offenses, in order to promote integrity and probity in the management of public affairs. The OFNAC’s responsibilities are:
– to collect, analyze and provide to thejudicial authorities responsible for prosecution information on the detection and punishment of acts of corruption, fraud and related practices committed by any person performing a public or a private function;
– to recommend any reforms, legislative, regulatory or administrative, aimed at promoting good governance, including in international commercial transactions;
– to receive claims from natural or legal persons relating to acts of corruption, assimilated practices or related offenses;
– to formulate, at the request of the administrative authorities, opinions on preventive measures, opinions which cannot be disclosed.
Mr. Serigne Bassirou GUEYE
President of OFNAC
Mr. Serigne Bassirou GUEYE appointed President of OFNAC by decree no. 2022-2010 of December 1st , 2022, has been a trained magistrate since 1997. He held high positions in the judicial sphere of Senegal.
Among other things, he was:
– Minister – Legal Advisor to the President of the Republic;
– Public Prosecutor at the High Court of Dakar
– Technical Advisor No. 1 to the Minister of Justice;
– Substitute general at the Dakar Court of Appeal;
– Public Prosecutor at the Tambacounda Regional Court;
– Auditor at the Court of Cassation;
– Substitute for the Public Prosecutor at the Special Regional Court of Dakar.
