The Secretariat of Public Integrity of the Presidency of the Council of Ministers, created by Supreme Decree N° 042-2018-PCM dated on April 22, 2018. It’s the technical body in charge of leading and supervising the fulfillment of the National Policy on Integrity and Fight against corruption, as well as the development of mechanisms and instruments to prevent and manage corruption risks to lead the adequate performance of civil services and public entities.

As a lead agency, it’s responsible for issuing guidelines, directives and technical opinions related to the establishment of a culture of integrity and strengthening the capacities of prevention and sanctions of the Peruvian State against Corruption.

Furthermore, the Secretariat of Public Integrity provides technical advices to the High Level Anticorruption Commission and exercises the functions contemplated in article 6° of Law N° 29976 which created that Commission. In order to articulate efforts, coordinate actions and propose short, medium and long term policies aimed at preventing and fighting against corruption in Peru.

The main functions are the followings:

  • Promoting, coordinating, leading, supervising and evaluating the strategies, plans and policies in matters of integrity and public ethics. Articulation and coordination with another public entities.
  • Proposing legal norms and adopting directives, guidelines, methodologies and others tools in matters of its competence, as well as monitoring compliance.
  • Providing technical opinions on the matters of its competence, in accordance with current regulations.
  • Providing technical support to the High Level Anticorruption Commission.
  • Formulating recommendation to the public entities in matters of their competence.
  • Management the implementation of programs, projects and other mechanisms designed to promote matters of public integrity and public ethics.
  • Directing the registers, catalogs, portals and other related to the matters under their charge.
  • Issuing resolutions on matters of its competence.
  • Approving actions aimed at promoting a culture of public integrity.
  • Promoting non-pecuniary incentive programs for the outstanding compliance of public entities and civil servants of the norms and actions linked to public integrity and public ethics.
  • Generating and managing quantitative and qualitative information in the matters under his charge, in order to develop indicators.
